System of Government

Each flotilla has its own Sail Council, made up of representatives chosen by consensus or social relevance (experts in navigation, weather, repair, child-rearing, or diplomacy). There is no centralized hierarchy between flotillas, but they coordinate through floating pact protocols that guarantee shared routes and mutual aid.

Decision-Making

• Testimony and consensus are key: important decisions must be debated in open circles where any crew member can speak.
• Crises are handled with temporary leadership assigned by demonstrated competence (“captaincies by merit”).
